17.15 Speech that hurts no one, that is true, is pleasant to listen to and beneficial, and the constant study of the scriptures - this is austerity in speech.

17.15 Yat, that; vakyam, speech; anudvegakaram, which causes no pain, which is not hurtful to creatures which is satyam, true; priya-hitam, agreeable and beneficial with regard to facts seen or unseen-.
'Speech' is alified by characteristics such as being not hurtful, etc. The ca (and) is used for grouping together the alifying characteristics. When a sentence is used in order to make another understand, if it happens to be avoid of one or two or three among the alities-truthfulness, agreeability, beneficialness, and non-hurtfulness-, then it is not austerity of speech.
As in the case of a truthful utterance there would occur a want of austerity of speech if it be lacking in one or two or three of the others, so also in the case of an agreeable utterance there would be no austerity of speech were it ot be without one or two or three of the others; and similarly, there would be no austerity of speech even in a beneficial utterance which is without one or two or three of the others.
What, again, is that austerity (of speech)? That utterance which is true as also not hurtful, and is agreeable and beneficial, is the highest austerity of speech: As for example, the utterance, 'Be calm, my boy. Practise study and yoga. Thery you will gain the highest.'

His words will bring cheer and solace to others. His words prove beneficial to all. The organ of speech causes great distraction of mind. Control of speech is a difficult discipline but you will have to practise it if you want to attain supreme peace. Nothing is impossible for a man who has a firm determination? sincerity of purpose? iron will? patience and perseverance.It is said in Manu Smritiसत्यं ब्रूयात् प्रियं ब्रूयात् न ब्रूयात् सत्यमप्रियम्।प्रियं च नानृतं ब्रूयात् एष धर्मः सनातनः।।One should speak what is true one should speak what is pleasant. One should not speak what is true if it is not pleasant nor what is pleasant if it is false. This is the ancient Dharma.Excitement Pain to living beings.Speech? to be an austerity? must form an invariable combination of all the four attributes mentioned in this verse? viz.? nonexciting or nonpainful? truthful? pleasant and beneficial if it is wanting in one or the other of these attributes? it cannot form the austerity of speech. Speech may be pleasant but it it is lacking in the other three attributes? it will no longer be an austerity of speech.

।।17.15।। मनुष्य के पास स्वयं को अभिव्यक्त करने का एक सशक्त माध्यम है वाणी। इस वाणी के द्वारा वक्ता की बौद्धिक पात्रता? मानसिक शिष्टता एवं शारीरिक संयम प्रकट होते हैं। यदि वक्ता अपने व्यक्तित्व के इन सभी स्तरों पर सुगठित न हो? तो उसकी वाणी में कोई शक्ति? कोई चमत्कृति नहीं होती। वाणी एक कर्मेन्द्रिय है? जिसके सतत क्रियाशील रहने से मनुष्य की शक्ति का सर्वाधिक व्यय होता है। अत वाणी के संयम के द्वारा बहुत बड़ी मात्रा में शक्ति का संचय किया जा सकता है? जिसका सदुपयोग हम अपनी साधना में कर सकते हैं।इसका अर्थ यह नहीं हुआ कि हम आत्मनाशक और परोत्तेजक मौन को धारण करें। वाक्शक्ति का उपयोग व्यक्तित्व के सुगठन के लिए करना चाहिए। इस शक्ति का सदुपयोग करने की एक कला है जो वक्ता के तथा अन्य लोगों के लिए भी हितकारी है। वाणी की इस हितकारी कला का वर्णन इस श्लोक में किया गया है। पूर्व श्लोक में इंगित किये गये विचार को यहाँ और अधिक स्पष्ट किया गया है कि तप कोई आत्मपीड़ा का साधन न होकर आत्मविकास एवं आत्मसाक्षात्कार की कल्याणकारी योजना है।अनुद्वेगकर वक्ता द्वारा प्रयुक्त शब्द ऐसे नहीं होने चाहिए? जो श्रोता के मन में उद्वेग या उत्तेजना उत्पन्न करें वे शब्द न तो उत्तेजक हों और न अश्लील। वक्ता द्वारा प्रयुक्त किये गये शब्दों की उपयुक्तता की परीक्षा श्रोताओं की प्रतिक्रिया से हो जाती है। परन्तु लोग प्राय अपनी आंखें बन्द करके ही बोलते हैं? और जब उनकी आंखें खुली रहती हैं तब भी वे अन्धवत् ही रहते हैं। अनेक दुर्भागी लोग अपने जीवन में विफल होते हैं और मित्र बन्धुओं को खो देते हैं? उसका कारण केवल उनकी वाणी की कटुता? शब्दों की कठोरता और उनके विवेकशून्य विचारों की दुर्गन्ध ही है सत्य? प्रिय और हित सत्य भाषण श्रेष्ठ है। परन्तु सत्य वचन प्रिय और हितकारी भी हो। इन तीनों के होने पर ही वह वक्तृत्व वाङ्मय तप कहलाता है? जो साधक के लिए कल्याणकारी सिद्ध होता है।असत्य बोलने से हमारी शक्ति का अत्यधिक ह्रास और अपव्यय होता है। यदि हम सत्य बोलने की नीति अपनायें? तो शक्ति का यह अपव्यय रोका जा सकता है। जो वाक्य हमारे विचारों को उनके यथार्थ रूप में प्रस्तुत करते हैं? उन्हें सत्य वचन कहते हैं? और जिन शब्दों के द्वारा अपने विचारों को जानबूझ कर विकृत रूप में प्रस्तुत किया जाता है वे असत्य हैं। समाज में अनेक लोग सत्यवादिता के नाम पर अत्यन्त कटुभाषी हो जाते हैं। परन्तु वह वाङ्मय तप न होने के कारण एक साधक के लिए अनुपयुक्त है। गीता के अनुसार हमारे वचन सत्य हों तथा प्रिय भी हों। इसका अभिप्राय यह प्रतीत होता है कि जब कथनीय सत्य श्रोता को प्रिय न हों? तो वक्ता को विवेकपूर्वक मौन ही रहना चाहिए केवल सत्य और प्रिय वचन ही पर्याप्त नहीं है? अपितु वे हितकारक भी होने चाहिए। शब्दों का अपव्यय नहीं करना चाहिए। निरर्थक भाषण से वक्ता को केवल थकान ही होगी। मनुष्य को केवल तभी बोलना चाहिए? जब वह किसी श्रेष्ठ सत्य को मधुर वाणी में समझाना चाहता हो? जो कि श्रोता के हित में है। सत्य प्रिय और हितकारी वचनों का अभ्यास ही वाङ्मय तप कहलाता है।स्वाध्यायअभ्यास वाक्संयम का अर्थ शवागर्त के चेतनाहीन और निष्प्राण मौन को धारण करना कदापि नहीं है। आत्मोन्नति के रचनात्मक कार्य में वाक्शक्ति का सदुपयोग करना ही भगवान् की दृष्टि में वाक्संयम अथवा वाङ्मय तप है। स्वाध्याय का अर्थ है? वेदों का पठन? उनके अध्ययन के द्वारा अर्थ ग्रहण और तत्पश्चात् उनका अनुशीलन करना। सत्य? प्रिय और हितकारक भाषण के द्वारा सुरक्षित रखी गयी शक्ति का सदुपयोग उपर्युक्त स्वाध्याय में करना चाहिए।साधना का विस्तृत विवेचन करने में यह श्लोक स्वयं में सम्पूर्ण है। प्रथम पंक्ति में हमारी शक्ति के दैनिक निष्प्रयोजक अपव्यय को रोकने का उपाय बताया गया है और दूसरी पंक्ति में इस सुरक्षित शक्ति का सदुपयोग वर्णित है। इस प्रकार? तप के द्वारा साधक को श्रेष्ठतर आनन्द की प्राप्ति हो सकती है।अब? मानसतप को बताते हैं

।।17.15।। व्याख्या -- अनुद्वेगकरं वाक्यम् -- जो वाक्य वर्तमानमें और भविष्यमें कभी किसीमें भी उद्वेग? विक्षेप और हलचल पैदा करनेवाला न हो? वह वाक्य अनुद्वेगकर कहा जाता है।सत्यं प्रियहितं च यत् -- जैसा पढ़ा? सुना? देखा और निश्चय किया गया हो? उसको वैसाकावैसा ही अपने स्वार्थ और अभिमानका त्याग करके दूसरोंको समझानेके लिये कह देना सत्य है (टिप्पणी प0 852.1)।जो क्रूरता? रूखेपन? तीखेपन? ताने? निन्दाचुगली और अपमानकारक शब्दोंसे रहित हो और जो प्रेमयुक्त? मीठे? सरल और शान्त वचनोंसे कहा जाय? वह वाक्य प्रिय कहलाता है (टिप्पणी प0 852.2)।जो हिंसा? डाह? द्वेष? वैर आदिसे सर्वथा रहित हो और प्रेम? दया? क्षमा? उदारता? मङ्गल आदिसे भरा हो तथा जो वर्तमानमें और भविष्यमें भी अपना और दूसरे किसीका अनिष्ट करनेवाला न हो? वह वाक्य हित (हितकर) कहलाता है। स्वाध्यायाभ्यसनं चैव -- पारमार्थिक उन्नतिमें सहायक गीता? रामायण? भागवत आदि ग्रन्थोंको स्वयं पढ़ना और दूसरोंको पढ़ाना? भगवान् तथा भक्तोंके चरित्रोंको पढ़ना आदि स्वाध्याय है।गीता आदि पारमार्थिक ग्रन्थोंकी बारबार आवृत्ति करना? उन्हें कण्ठस्थ करना? भगवन्नामका जप करना? भगवान्की बारबार स्तुतिप्रार्थना करना आदि अभ्यसन है।च एव -- इन दो अव्यय पदोंसे वाणीसम्बन्धी तपकी अन्य बातोंको भी ले लेना चाहिये जैसे -- दूसरोंकी निन्दा न करना? दूसरोंके दोषोंको न कहना? वृथा बकवाद न करना अर्थात् जिससे अपना तथा दूसरोंका कोई लौकिक या पारमार्थिक हित सिद्ध न हो -- ऐसे वचन न बोलना? पारमार्थिक साधनमें बाधा डालनेवाले तथा श्रृङ्गाररसके काव्य? नाटक? उपन्यास आदि न पढ़ना अर्थात् जिनसे काम? क्रोध? लोभ आदिको सहायता मिले -- ऐसी पुस्तकोंको न पढ़ना आदिआदि।वाङ्मयं तप उच्यते -- उपर्युक्त सभी लक्षण जिसमें होते हैं? वह वाणीसे होनेवाला तप कहलाता है।
