nāmadheyaṃ daśamyāṃ tu dvādaśyāṃ vāsya kārayet | puṇye tithau muhūrte vā nakṣatre vā guṇānvite ||

The verse addresses naming on the tenth or twelfth day, or under a favourable calendrical condition. Practice and applicability still require family and paramparā context.
